Gaikhangam Gangmei: A Stalwart of Manipur Politics

Gaikhangam Gangmei is a veteran Indian politician and a prominent leader of the Indian National Congress (INC) from Manipur. With a political career spanning over four decades, he has held some of the highest administrative and party positions in the state, including serving as the Deputy Chief Minister of Manipur and the President of the Manipur Pradesh Congress Committee (MPCC). He is also recognized for his significant role at the national level as a member of the Congress Working Committee (CWC).

Early Life and Background Born on November 12, 1950, in Gaidimjang, Khoupum valley in the Tamenglong district of Manipur, Gaikhangam belongs to the Rongmei Naga tribe. He is the youngest of eight siblings born to the late Khangsillung and Lansillung. At the age of 12, he and his mother adopted Christianity. He is married to Adiliu Gangmei, and they have four sons and two daughters. His deep roots in the Tamenglong district have been instrumental in shaping his grassroots connection and long-standing political influence in the hill regions of Manipur.[1][4]

Rise in State Politics and Electoral Journey Gaikhangam's electoral journey is closely tied to the 54-Nungba (Scheduled Tribe) Assembly Constituency. He first entered the Manipur Legislative Assembly by winning the Nungba seat in 1980 during the 3rd Manipur Legislative Assembly elections.[1]

His popularity in the constituency allowed him to retain or reclaim the seat multiple times over the next few decades. He was successfully elected as the Nungba MLA in 1984, 1990, 2002, and 2017.[1] In the 2017 assembly elections, he defeated his Bharatiya Janata Party rival by a comfortable margin to retain his stronghold. His long unbroken streak in the constituency faced a pause during the 2022 Manipur Assembly elections when he lost the Nungba seat.[3]

Extensive Ministerial Portfolios Throughout his career, Gaikhangam has been entrusted with diverse and crucial ministerial portfolios under various state governments:

  • 1983 to 1984: Minister of State for Education, Social Welfare, Arts & Culture, and Sports.

  • 1985 to 1988: Minister of State with Independent Charge for Tribal Development and District Council.

  • 1988 to 1990: Minister of State for the Irrigation and Flood Control Department (IFCD).

  • 1992 to 1993: Cabinet Minister for Forests.

  • 1994: Cabinet Minister for Agriculture, Horticulture, and Soil Conservation.

  • 2002 to 2004: Cabinet Minister for Works.

  • 2004 to 2006: Cabinet Minister for Power, Health, and Information & Public Relations.[1][4]

Deputy Chief Minister of Manipur The pinnacle of his administrative career came when he was appointed as the second Deputy Chief Minister of Manipur. He served in this capacity from March 7, 2012, to March 15, 2017, under the leadership of then Chief Minister Okram Ibobi Singh.[1] During this tenure, he played a critical role in state administration, frequently managing high-stakes security and political issues in a region historically affected by insurgency. His role required immense resilience, highlighted by an incident in February 2017 when his security convoy was ambushed by militants ahead of the assembly elections.[5]

Leadership in the Indian National Congress Beyond his administrative roles, Gaikhangam has been a central pillar of the Congress party's organizational structure in the Northeast. He has served multiple terms as the President of the Manipur Pradesh Congress Committee (MPCC), first taking up the mantle in September 2005 and later holding the position again in 2019.[1]

His influence extends heavily to the national level. In 2018, Gaikhangam made history by becoming the first politician from Manipur to be inducted into the Congress Working Committee (CWC), the highest executive decision-making body of the Indian National Congress.[3]

Biography of Prof. Meijinlung Kamson: Academician, Zeliangrong Leader, and Statesman

Prof. Meijinlung Kamson is a highly distinguished political and intellectual figure from Northeast India. As a respected teacher, social and political worker, educationist, journalist, and sportsman, his life has been dedicated to public service. Representing the Outer Manipur (ST) constituency for the Indian National Congress (I), his four terms in the Lok Sabha and his elevation to Union Minister of State for Home Affairs solidified his national legacy. Beyond mainstream politics, his profound contributions to the cultural preservation of the Zeliangrong Naga community make him a towering historical figure in the region.[1]

Early Life and Educational Foundation Born on January 17, 1939, in the neighborhood of Majorkhul in Imphal, Manipur, Meijinlung Kamson was raised in a traditional family. His father, the late Shri K. Kamphul Kamson, instilled in him a deep sense of civic duty early on.[1]

Kamson pursued a rigorous academic path. He earned his Bachelor of Arts with Honors and subsequently completed a Master of Arts in Political Science, studying at D.M. College in Imphal and Gauhati University in Assam.[1] This robust educational background paved the way for his career as an academic.

From 1963 to 1984, Kamson served as a Senior Lecturer, Associate Professor, and Head of the Department of Political Science at various colleges and at Manipur University.[1] In his personal life, he married Smt. P. Gaichui on May 12, 1967, and they raised a family of two sons and three daughters.[2] He maintained his permanent residence at Majorkhul, Mahatma Gandhi Avenue, Imphal 795001, reachable at telephone number 0358 20003.

Championing Tribal Culture and Grassroots Leadership Kamson was an active grassroots social worker dedicated to the upliftment of tribal and backward communities long before entering Parliament. His special interests always included law and order, international affairs, science and technology, and the cultural upliftment of the poor, Scheduled Castes, Scheduled Tribes, and backward classes.[1]

He was deeply involved in building civil society platforms. In 1959, he served as the Secretary of the Kabui Naga Association and the Zeliangrong Students Union. Between 1960 and 1961, he acted as Assistant General Secretary of the Guwahati University Manipur Students Association. In 1964, he became the Founder Secretary of the Imphal City Kabui Cemetery Committee. He also founded the Manipur CT Films Cooperative Society Ltd in 1972.[1]

By the 1970s, he had emerged as a central figure in regional advocacy. He served as the President of the Zeliangrong Naga Union covering Manipur, Nagaland, and Assam for a decade from 1975 to 1985. His commitment to regional solidarity was demonstrated when he became the Founder President of the United Naga Council in Manipur (1979 to 1980) and the Indian Tribal Cultural Forum in 1979.[1] He was also a Founder Member of the Hill People's Conference in Manipur (1978), Vice President of Kalyan Ashram Manipur (1979 to 1985), Founder Treasurer of United Action for Rural Development Manipur (1981), and Member of the Himalaya Seva Sangha (1983 to 1984).[1]

Kamson was equally invested in education and language. He founded the Naga Hindi Vidyapeeth in Manipur in 1977, serving as its Secretary until 1984, and became President of the Zeliangrong literature and language Committee in 1979. In 1985, he became the Founder Chairman of the Oriental Institute of Arts and Culture in Manipur. He served on the Works Advisory Board of the Tribal Development Department of the Government of Manipur in 1984 and was General Secretary of the Akhil Bharatiya Adivasi Vikas Parishad from 1985 to 1986. His dedication to historical preservation culminated in his role as the Founder Chairman of the Rani Gaidinliu Foundation in 1993.[1] Furthermore, he founded the Thrift and Credit Cooperative Society Ltd and the Imphal Housing Cooperative Society Ltd, and served as President of the Lok Tak Project Karmachari Sangh in 1995.

A Stellar Parliamentary Career Recognizing his grassroots support, the Indian National Congress fielded him for the Outer Manipur (ST) constituency. He won his first parliamentary election in 1984, successfully entering the Eighth Lok Sabha. He went on to secure reelection in the Ninth Lok Sabha (1989), Tenth Lok Sabha (1991), and Eleventh Lok Sabha (1996).[1]

In Parliament, Kamson was highly regarded for his committee work. Between 1985 and 1996, he contributed to the Consultative Committees for Youth Affairs and Sports, Human Resource Development, Railways, Telecom, Law and Justice, Environment and Forests, Personnel and Training, Administrative Reforms, Public Grievances and Pension, and Home Affairs.[1]

He held leadership roles as the Chairman of the Standing Committee of the Congress Parliamentary Party on Youth Affairs and Sports, State Convener of the Congress Parliamentary Party (1991 to 1995), and Convener of the Standing Committee of the Congress Parliamentary Party on Home Affairs (1989 to 1991). He was also a Joint Secretary of the AICC from 1985 to 1992 and a member of the AICC Vichar Vibhag in 1995.[1]

His extensive legislative responsibilities included serving on the Committee on the Welfare of Scheduled Castes and Scheduled Tribes (1985 to 1987), the Committee on Absence of Members from the Sittings of the House, the Joint Parliamentary Committee on Electoral Reforms, and the Committee on Papers Laid on the Table. He contributed to rural governance as a Member of the National Committee of Panchayati Raj Abhiyan (1993 to 1995) and the Committee of select MPs and Experts on the Law for extending provisions of the Constitution 73rd Amendment Act 1992.[1]

Union Minister of State for Home Affairs The pinnacle of his political career arrived in September 1995, when he was inducted into the Union Council of Ministers. Prof. Kamson was appointed as the Union Minister of State for Home Affairs, serving until May 1996.[1][2] Holding this sensitive portfolio showcased the national trust placed in his administrative capabilities regarding internal security.

Literary Pursuits, Journalism, and Academia Kamson was an accomplished writer and journalist. He was the Founder and Editor of 'Changathan' (a monthly publication) and worked as the Assistant Editor for the Manipuri daily 'The Chingtam' from 1977 to 1978. He was the Founder Secretary of the Adimjati Hindi Press in Imphal from 1977 to 1984. His editorial skills were utilized by the Congress party when he became the Managing Editor of 'Congress Vernika' from 1985 to 1986. Later, he served as the Editorial Advisor for the 'Eastern Courier' (a national weekly in New Delhi) from 1994 to 1995.[1]

In academia and culture, he was a member of the Advisory Board for Academic Archives of the Manipur State Kala Akademy (1984), a member of the Senate of Manipur University (1985 to 1989), a member of the Court of the North Eastern Hill University (1991 to 1993), and the Senior Vice Chairman of the Indo Italian Society (1987 to 1988). He also found recreation in films, theatre, reading, music, and sports, actively participating in football, badminton, and chess.[1]

1996 Election Highlights His popularity was highly evident during the 1996 Eleventh Lok Sabha elections for the Outer Manipur ST constituency. Out of a total electorate of 664,337 voters, 554,047 votes were polled. Prof. Kamson secured a commanding victory with 265,325 votes, defeating independent candidate Shri Kimneilhing Gangte who received 197,217 votes, FPM candidate Shri Shimreingam Shaiza who received 37,264 votes, and AIIC(T) candidate Shri S. Lorho who received 24,500 votes.[1]
